ChatGPT Ads Arrive in Taiwan: Who Sees Them and How Brands Can Advertise

OpenAI announced on September 23, 2026, that ChatGPT ads are beginning to roll out in Taiwan. For users, the first question is whether an advertiser can influence the answer. For businesses, it is whether they can buy an ad without going through an agency. Those are separate issues: the consumer rollout is gradual, while Taiwan is already listed for self-service Ads Manager access, subject to account review. What is actually launching in Taiwan?

OpenAI says ads are starting to roll out in Taiwan, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and Vietnam. These are paid placements inside ChatGPT, selected and delivered by OpenAI’s ad system. The announcement does not create an ad network for third-party websites. OpenAI says ads are labeled, displayed separately from answers, and do not alter the answers themselves. Regional announcement, ads FAQ

“Rolling out” also matters. It does not mean every person in Taiwan will see an ad immediately. Visibility depends on account eligibility, plan, region, and whether a relevant ad is available at that moment. Ads FAQ

Who may see an ad, and where does it appear?

Ads may appear for Free and Go users. Plus, Pro, Business, Enterprise, and Edu accounts are ad-free. OpenAI also says it does not show ads to accounts identified as belonging to people under 18. An ad can appear below a response, visually separated from the answer and marked as sponsored. Ads are not eligible near sensitive or regulated conversations, and Temporary Chats do not show ads. Ads FAQ

A placement below an answer is not a purchased recommendation within that answer. OpenAI says its ad and chat systems are separate: advertisers cannot edit, rank, or otherwise shape ChatGPT’s responses. Seeing a paid placement is not an OpenAI endorsement of the product, either. Readers should still check a product’s price, terms, and suitability for themselves. Ads FAQ

What happens to your conversation data?

According to OpenAI, advertisers do not receive a user’s chats, memories, or personal information. They receive aggregated performance information, such as impressions and clicks. ChatGPT’s ad system may use the context and intent of the current conversation to match an ad. If ad personalization is enabled, it may also use selected signals from past chats and memory; those signals are not handed to the advertiser. Ads FAQ

Eligible users can open Settings → Ad Controls to turn off personalization, clear data used for ads, or see why an ad appeared. Turning personalization off does not remove all ads: the current chat can still provide context. There is also an ad-free option on the Free plan with lower usage limits and fewer features. The exact controls shown can vary by account and region. Ad controls FAQ

Can a business based in Taiwan buy ads now?

As checked on September 26, 2026, the official Ads Manager availability list marks Taiwan Available for self-service access. Eligibility is based on where the legal entity buying and paying for the ads is based, rather than simply the location of a person’s ChatGPT login. Advertisers may also work with OpenAI’s Ads Solutions team, agency partners, or technology partners. Regional announcement

Self-service starts at OpenAI Ads and Ads Manager Beta. OpenAI’s setup guide calls for an advertiser account, business and website details, identity or business verification, account review, and billing and payment setup. Creating an account does not mean a campaign can immediately run. The account, ads, and payment setup must meet the requirements first. It is worth checking the country, currency, and time zone before submitting: some account-level fields cannot be changed later. Ads Manager setup guide

An ad includes an advertiser name, headline, description, image, and landing page. At the ad-group level, advertisers can provide “context hints” explaining the customer need or situation their product fits. An accounting tool, for example, might be relevant to a retailer reconciling online and in-store sales. These hints are not exact-match keywords or guaranteed placements in specific conversations. OpenAI’s system still determines delivery. Ad formats and delivery, context-hint guide

How are campaigns charged and measured?

Ads Manager supports impression-based and valid-click billing. Its reports include impressions, clicks, spend, click-through rate, and conversions. Advertisers can add UTM parameters to a landing-page URL to identify ChatGPT ad traffic in their own analytics. Measuring a purchase or sign-up requires conversion measurement setup. OpenAI also warns that reported spend may be delayed, so a temporary zero in the dashboard does not necessarily mean no charges have accrued. Pricing and measurement basics

For an independent developer, a useful first question is whether the product belongs next to conversations where people are comparing options and preparing to decide. A clear landing page, consistent pricing, and trackable links matter more than assuming the new channel will produce cheap traffic. If the product is an app, the ad and store listing should describe the same offer; our iOS and Android publishing guide covers the release side. Whether ads are worth continuing depends on the developer’s own conversions and acquisition cost, not a promised Taiwan benchmark.

Can publishers put ChatGPT ads on their sites for revenue?

This announcement is about buying placements within ChatGPT, not a publisher ad network. OpenAI has not announced, as part of this launch, a way for blogs to embed ChatGPT ads or receive a share of that ad revenue. A publisher’s more immediate choices are whether to advertise its own content and how to distinguish paid campaign visits from organic search and unpaid ChatGPT referrals. That is an inference from the scope of the current announcement, not a claim about what OpenAI might offer later. Regional announcement, advertiser basics

ChatGPT ads bring a labeled, controllable paid placement to eligible users in Taiwan and a new way for brands to reach people comparing options. The practical details to watch are the gradual rollout, account approval, answer independence, and measured campaign results. Businesses should check the current Ads Manager country and setup requirements; users can start with their own Ad Controls and plan settings.
